What's happened
AU mediators have carried out consultations in Goma and Kigali to advance the Washington Peace Agreement and related processes, focusing on security commitments, refugee protection, and regional economic cooperation. The talks add to ongoing Doha and Washington tracks and aim to secure progress amid escalating fighting in eastern DRC.
What's behind the headline?
Analysis
- The AU’s approach blends two parallel tracks: Washington (DRC-Rwanda security commitments) and Doha (internal Congolese settlement). This dual-track strategy increases pressure on actors to align on a credible disengagement and verification process.
- The presence of former heads of state as facilitators (Sahle-Work Zewde, Uhuru Kenyatta, Mokgweetsi Masisi) signals high-level urgency and regional legitimacy, potentially improving leverage over spoilers.
- Protection of civilians and safe humanitarian access remain central, but implementation hinges on credible verification and restraint from all sides. The consultations in Goma and Kigali are designed to sustain momentum and translation into Kinshasa and beyond.
- A key unknown is how the two processes will converge on the DDLR (FDLR) and M23 disengagement; improving coordination between Washington and Doha tracks will be critical for any durable peace.
- Readers should watch for concrete steps on ceasefire verification, refugee protections, and cross-border trade safeguards that can directly affect civilians.
