What's happened
The UK-France e in, one out scheme has been extended until autumn, with new steps to deter third-country returns. EU plans aim to harmonise returns across member states, while France and the UK pledge to tighten procedures as migrant crossings remain high.
What's behind the headline?
What is shifting now
- The scheme is being extended to autumn, while the EU pushes a broader, whole-of-route approach to returns.
- France is seeking a more European system for managing Channel crossings, and the European Parliament has approved possible "return hubs" outside Europe.
- The UK is investing in French littoral surveillance and more UK officers in France, aiming to curb crossings.
Who benefits, who bears the costs
- Migrants face more complex returns pathways, potentially reducing new crossings but raising questions about who bears risk if returns occur to unsafe settings.
- NGOs warn about human risks and inadequate support for those returned to France.
What to watch next
- The anticipated EU-UK summit and whether it proceeds.
- Implementation of the new return hubs and any legal hurdles around third-country returns.
- The impact on migrant flows during the summer period.
How we got here
The "one in, one out" deal, launched last year, allows the UK to remove asylum seekers who arrive by small boat to France in exchange for taking back a corresponding number from France. Renewed cooperation follows concerns about migrants re-entering the UK after deportation to France, leading to a patchwork of national and European measures and fresh funding for policing and border controls.
