What's happened
The government has doubled National Crime Agency officers tackling smuggling and is changing the approach to small-boat crossings. Crossings are down this year, and officials say this reflects tough enforcement and new cooperation with French authorities. The PM stresses safe routes and dialogue with the EU as Ceuta incidents reshape EU dynamics.

Analysis
- The strategy combines domestic enforcement with international cooperation, aiming to disrupt smuggling networks while offering safe routes.
- The timing leverages recent Ceuta events to push for EU dialogue on border policy, signaling a more muscular, coordinated approach.
- The narrative prioritizes control and deterrence, potentially raising political stakes for supporters and opponents alike.
- Readers should watch for actual policy changes on asylum processing times and safe-route infrastructure, as these will determine real-world impact.
How we got here
The debate over small-boat crossings has intensified as government and opposition leaders push to show control. Since Labour came to power, the number of NCA officers tackling organised immigration crime has almost doubled, and France has increased its police activity on smuggling networks. The Ceuta border incident and EU tensions add urgency to reform proposals and border policy.

Border Security Command - Law enforcement agency
The Border Security Command (BSC) is a law enforcement agency in the United Kingdom to be responsible for coordinating the activities of Immigration Enforcement, MI5, Border Force and the National Crime Agency to attempt to tackle smuggling gangs which facilitate illegal migrant crossings over the English Channel. The first steps towards establishing it was announced in July 2024 by Home Secretary Yvette Cooper to replace the Rwanda asylum plan and is now led by the Border Security Commander, who answers to the home secretary. The command was first proposed by the Labour Party in May 2024 as an alternative to the Conservative government's Rwanda asylum plan, with the aim of tackling the ongoing crisis of illegal migrant crossings on the English Channel. After Labour's victory in the 2024 general election, the command was launched by Home Secretary Yvette Cooper on 7 July 2024. In March 2026 it was announced that Martin Hewitt, the first Commander, would step down. He has been replaced by Duncan Capps, who previously ran the operational arm of the BSC as Director Small Boats Operations, on an interim basis.
