Poverty in Scotland: JRF urges bolder plan to eradicate child poverty

What's happened

The Joseph Rowntree Foundation says 21% of children in Scotland live in relative poverty, urging a much bolder, well-funded plan to reduce poverty. The Scottish Government counters it has made progress but acknowledges more needs to be done as a review of targets proceeds.

Brief

  • The JRF’s Poverty in Scotland 2026 report shows the scale of poverty remains high, challenging the government’s rhetoric about eradicating poverty.
  • Readers should watch for policy shifts in local government funding and how targets are reformulated to ensure concrete, funded action.

What to watch

  • A potential overhaul of local government finance and public service reform that prioritizes poverty reduction.
  • Possible new, legally binding poverty-reduction targets with accountability mechanisms.

Forecast

  • Expect intensified political debate about funding, with calls for cross-government cooperation to redesign services around families in poverty.

How we got here

A 2017 law set targets to cut child poverty to below 10% by 2030/31. JRF notes ongoing relative poverty, with regional disparities, and calls for reform of local government funding and a coherent national program.
