A federal appeals court has upheld a preliminary injunction blocking above-ground construction of the White House ballroom and ordered work paused until Congress authorises it or the administration secures a higher-court reversal. The 2-1 ruling sided with the National Trust for Historic Preservation and will remain stayed for 14 days to allow an appeal to the US Supreme Court.
